நேற்று செவ்வாய் கிழமை காலை 11.00 மணிக்கு யாழ்.மத்திய பேருந்து நிலையத்தில் இவ்வார்ப்பாட்டம் இடம்பெற்றிருந்தது. சுமார் ஒரு மணி நேரத்துக்கு மேலாக இவ்வார்ப்பாட்டம் இடம்பெற்றிருந்தது.

தெற்கிலிருந்து வருகை தந்திருந்த ஊடகவியலாளர்களுடன் குடாநாட்டு நாளிதழ்களது ஊடகவியலாளர்களும் பங்கெடுத்திருந்தனர். வடக்கில் ஊடக சுதந்திரத்தை வலியுறுத்தியும் உதயன் செய்தியாசிரியர் குகநாதன் மீதான தாக்குதலை கண்டித்தும் சுலோகங்களை எழுப்பிய ஊடகவியலாளர்கள் அரசுக்கு எதிரானவும் சுலோகங்களை எழுப்பினர்.

இதனிடையே ஆர்ப்பாட்டகாரர்களுக்கு ஆதரவாக வீதி போக்குவரத்தை சீர் செய்து வழங்க பொலிசார் மறுத்ததையடுத்து இரு தரப்புக்குமிடையே முறுகல் நிலை ஏற்பட்டிருந்தது. இதைத்தொடர்ந்து வீதிப்போக்குவரத்தை தடை செய்த ஆர்ப்பாட்டகாரர்கள் அங்கிருந்து ஊர்வலமாகவும் புறப்பட்டனர். ஆஸ்பத்திரி வீதி வழியே சென்ற ஊர்வலம் பின்னர் திரும்பி பழைய இடத்தை வந்தடைந்திருந்தது. அங்கு கண்டன கூட்டமொன்றும் இடம்பெற்றிருந்தது.

துமிழ் தேசிய்கூட்டமைப்பின் நாடாளுமன்ற உறுப்பினர்களான சுரேஸ் பிறேமச்சந்திரன், சிறீதரன், சரவணபவான் ஆகியோர் கலந்து கொண்டிந்தனர். ஜ.தே.க நாடாளுமன்ற உறுப்பினரான விஜயகலா மகேஸ்வரன், முன்னாள் நாடாளுமன்ற உறுப்பினர்களான சிவாஜிலிங்கம் மற்றும் கஜேந்திரன் ஜே.வி.பியின் சந்திரசேகரன் உட்பட பலரும் இவ்வார்ப்பாட்டத்தினில் கலந்து கொண்டிருந்தனர்.

ஏற்கனவே ஜந்து ஊடக கூட்டமைப்பின் ஏற்பாட்டில் கண்டன ஆர்ப்பாட்டமொன்று கொழும்பில் அண்மையில் நடாத்தப்பட்டிருந்தது.

முன்னதாக ஊடகவியலாளர் மயில்வாகனம் நிமலராஜன் படுகொலை செய்யப்பட்டிருந்த வேளை சுதந்திர ஊடக இயக்கம் ஆர்ப்பாட்டமொன்றை யாழ்ப்பாணத்தில் நடத்த முடிவு செய்திருந்தது.

எனினும் சுதந்திர ஊடக இயக்கத்துடன் தொடர்புபட்ட ஊடகவியலாளர்கள் யாழ்ப்பாணம் வர அரசு அப்போது அனுமதி வழங்க மறுத்துவிட்டது. இந்நிலையில் சுமார் பதினொரு வருட இடைவெளியின் பின்னர் அவ்வாறான ஆர்ப்பாட்டம் நடைபெற்றுள்ளது.

The United States strongly condemns violence against members of the press and is deeply concerned about the recent assault on Gnanasunduram Kuganathan, news editor of Uthayan Tamil daily in Jaffna.  Violence against journalists silences voices, threatens freedom of expression, impairs reconciliation, and undermines democracy. 

We note media reports that the IGP has passed his initial report on the attack to President Rajapaksa, and urge that a thorough investigation be conducted and that the perpetrators be brought to justice.

The International Federation of Journalists (IFJ) joins its Sri Lankan affiliates in expressing outrage at a brutal attack on Gnanasundaram Kuhanathan, news editor of the Tamil daily Uthayan, in the northern city of Jaffna on July 29.

According to reports received from Sri Lanka, Kuhanathan, 59, was left for dead after being attacked with iron rods by two unidentified men while on his way home in the evening. He was discovered in a critical condition by passers-by and taken to Jaffna General Hospital where he is on life-support.

“The IFJ is shocked at the viciousness of the attack on Gnanasundaram Kuhanathan, which extends a long sequence of targeted attacks on Uthayan,” IFJ Asia-Pacific said.

On May 28, S. Kavitharan, a reporter with Uthayan, was attacked in Jaffna city in a similar manner while on his way to work. No investigations have since been conducted.

In January 2006, S.S. Sukirtharajan, a reporter for the newspaper in Trincomalee in the eastern province, was shot dead in evident retribution for his role in exposing the execution-style killing of five Tamil students by Sri Lankan armed forces.

In May the same year, an armed attack on the Uthayan premises in Jaffna may have been intended to target Kuhanathan. Two other employees were killed.

Later that month, a delivery van belonging to the newspaper was attacked and its driver killed. In April 2007, S. Rajeevarman, an Uthayan reporter in Jaffna, was shot dead after publishing news reports on disappearances in the northern province.

“The attack on Kuhanathan is part of a pattern of seeking to suppress a newspaper which has sought consistently to provide a voice for Sri Lanka’s Tamil minority, and is an important part of the life of the Tamil community in Sri Lanka’s north,” IFJ Asia-Pacific said.

In recent elections to local town councils in the northern province, the Tamil National Alliance (TNA), which strongly opposes the ruling coalition of President Mahinda Rajapakse, won 18 of 23 councils.

“Uthayan’s editorial policy in backing the TNA appears to be the direct provocation for this near lethal attack on its senior news editor,” IFJ Asia-Pacific said.

வடக்கு உள்ளூராட்சிச் சபைகளுக்கான தேர்தல் முடிவடைந்த சில தினங்களுக்குள் குகநாதன் மீதான தாக்குதல் நடத்தப்பட்டுள்ளது பலரையும் அதிர்ச்சியடைய வைத்துள்ளதுடன் பல்வேறு சந்தேகங்களையும் ஏற்படுத்தியுள்ளது. ஊடகவியலாளர்களுக்கெதிரான ஒவ்வொரு தாக்குதல், கொலைச் சம்பவங்களுக்குப் பிறகும் முழுமையான விசாரணைகளை பொலிஸார் மேற்கொண்டு சம்பவங்களுடன் சம்பந்தப்பட்டவர்களை சட்டத்தின் முன்நிறுத்துவார்கள் என்று அரசாங்கம் உறுதியளிக்கத் தவறுவதில்லை. ஆனால் இதுவரை ஊடகவியலாளர் மீதான வன்முறையுடன் தொடர்புபட்டவர்கள் எவரும் சட்டத்தின் முன் நிறுத்தப்பட்டதாகவும் தெரியவில்லை. இலங்கையில் ஊடகவியலாளர்கள் மீது தாக்குதல் நடத்துவதென்பது
தெருநாய்களுக்கு கல் எறிவதை விடவும் சுலபமான விடயமாகிவிட்டது.

உதயன் செய்தியாசிரியர் குகநாதன் கடுமையாகத் தாக்கப்பட்டு உயிருக்குப் போராடி தற்போது ஓரளவு மீண்டுள்ள நிலையில், கொக்காவில் இராணுவ முகாமில் ஊடகவியலாளர்களுக்கான செயலமர்வொன்றை சனிக்கிழமை ஆரம்பித்து வைத்து உரையாற்றிய ஊடகத்துறை அமைச்சர் கெஹலிய ரம்புக்வெல இலங்கையில் ஊடக சுதந்திரத்திற்கு எதுவித அச்சுறுத்தல்களும் இல்லை. உதயன் பத்திரிகை ஆசிரியர் குகநாதன் மீதான தாக்குதல் குறித்த ஒரு சம்பவத்தை மட்டும் வைத்துக் கொண்டு இலங்கையில் ஊடகவியலாளர்கள் மீதான தாக்குதல்கள் தொடர்கின்றதெனக் கூறிவிட முடியாததென்ற கருத்தை முன்வைத்துள்ளமை நகைப்புக்குரியதொரு விடயமாகவேயுள்ளது.

இதனை ஒரு சாதாரண சம்பவம் எனக் கூறி புறந்தள்ளி விடுவதற்கு நான் முயற்சிக்கவில்லை. இவ்வாறான ஊடகவியலாளர்கள் மீதான தாக்குதல் சம்பவங்கள் தொடர்பில் நாங்கள் அதிக அக்கறை செலுத்த வேண்டும். அத்துடன் எச்சரிக்கையாகவும் இருக்க வேண்டும். இத்தகைய தாக்குதல் சம்பவங்கள் ஒரு கோணத்திலன்றி பல்வேறு கோணங்களில் ஆராயப்பட வேண்டிய தேவை இருக்கின்றது. உதயன் செய்தியாசிரியர் மீதான தாக்குதல் சம்பவம் தொடர்பில் விசாரணைகள் நடத்தப்பட்டு குற்றவாளிகள் கண்டுபிடிக்கப்பட்டு நீதியின் முன்நிறுத்தப்படுவார்கள் என்றும் அமைச்சர் கெஹலிய ரம்புக்வெல கூறியுள்ளார். அமைச்சரின் இந்த வாக்குறுதியும் வழமையாக இடம்பெறுவதைப் போன்றே மாயமாகிவிடக்கூடாது.

ஊடகவியலாளர்களுக்கு எதிரான வன்முறைகள் தொடர்பில் இதுவரை காலமும் மேற்கொள்ளப்பட்டிருக்கக் கூடிய விசாரணைகளின் இலட்சணம் அரசாங்கத் தரப்பினால் ஊடகவியலாளர்களின் பாதுகாப்புத் தொடர்பில் அளிக்கப்பட்டிருக்கக் கூடிய எந்தவொரு உறுதிமொழி மீதும் நம்பிக்கை வைப்பதற்கு உதவவில்லை என்பதே எமது உறுதியான அபிப்பிராயம். இலங்கையில் இன்று ஊடகவியலாளர்களுக்கு எழுதுவதற்கு இருக்கின்ற சுதந்திரத்தை விடவும் அவர்கள் மீது தாக்குதல் நடத்துகின்ற சக்திகள் அதிக சுதந்திரத்தைக் கொண்டிருப்பதையே இந்தத் தாக்குதல் சம்பவம் உணர்த்துகின்றது.

இந்த சக்திகள் சட்டத்திலிருந்து விடுபட்டவர்களாக செயற்படும் சூழ்நிலை இருக்கும் வரை ஊடகவியலாளர்களும் ஊடக சுதந்திரமும் எதிர்நோக்குகின்ற அச்சுறுத்தல்களை இல்லாமல் செய்வதென்பது சாத்தியமற்றதொரு விடயமாகவே இருக்கும். ஊடகவியலாளர்கள் மீதான வன்முறைகள் தொடர்பில் அரசு உறுதிமிக்க நடவடிக்கைகளை எடுக்காத பட்சத்தில் குகநாதன் மீது நடத்தப்பட்ட தாக்குதல் தொடர்பிலான விசாரணைகளுக்கும் முன்னைய விசாரணைகளின் கதியே இடம்பெறும் என்பது சொல்லித் தெரிய வேண்டிய விடயமல்ல.

The freedom of expression and of the media received another brutal blow with the murderous assault on senior journalist and news editor of the Uthayan newspaper, Gnanasundaram Kuganathan, in Jaffna on Friday. He is now in a critical condition in the intensive care unit of Jaffna Hospital with head injuries due to blows from iron bars.

The victim had previously been targeted by assailants who stormed the Uthayan office in May 2006, asked for him by name and, having failed to find him, killed two other staff members. Only recently he had started residing outside of the Uthayan office, believing that the security climate in Jaffna had improved and impunity no longer reigned so that he could live a relatively normal life.

But he was mistaken, and the attack on him will remind all journalists of what their fate could be if they cross an unknown line and overly anger those in positions of power.

Once again the attack on a journalist, in which the assailants have escaped, has taken place in close proximity to a military sentry point on a main road in Jaffna which has a very heavy presence of military personnel.

This is reminiscent of the slaying of Sunday Leader editor Lasantha Wickrematunge on a main road in Colombo near a military checkpoint in 2009 and of the arson attack on Lanka E News in 2010.

The failure of the law enforcement authorities to apprehend the assailants is an indictment of the regime of law enforcement that is armed with emergency powers but still fails to protect citizens, especially media persons and those critical of the government.

The Uthayan newspaper is owned by a member of the opposition TNA that was victorious at the recently concluded local government elections in Jaffna.

It has been systematically targeted with another of its journalists being physically assaulted earlier this year.

What is particularly deplorable about these several attacks on journalists is the impunity with which they are carried out. A code of silence, a facade of investigations and a failure to prosecute suspects are the main characteristics of this impunity. None of the killings or attacks on media institutions have been solved. This has led to a climate of fear and self-censorship within journalists and also the larger society. This is not democracy where fundamental freedoms guaranteed by the Constitution are protected by the Government of the day.

The National Peace Council therefore urges the Government to take immediate and convincing steps to protect the media in order to safeguard the democratic rights of the people. We also express our solidarity with those journalists who are courageously committed to revealing ground realities and the truth and to risking their lives in the service of the right to information.

Those who risk their lives to uphold public freedom are especially deserving of our appreciation and support.

The communique further states that “the government has not been able to arrest anyone responsible for the incident yet. Being able to flee after attacking a journalist in Jaffna where security is at a maximum level does mean the invisible hand of the government has been active. Hence, the government will not be able to evade allegations aimed at it for the attack. The people in the country as well as masses in the world would have their eyes open to see whether the government would be silent as in other instances when journalists were targeted for attacks or whether legal action would be taken against the wrongdoers of this attack.

The attack on Mr. Kuganathan is not the first attack targeting journalists and media institutions in Jaffna. There were several instances of journalists being assassinated, abducted, assaulted, threatened and setting fire to media institutions but the government did not take any measures to hold any effective investigation regarding any of them. Hence, it is the responsibility of all to force the government so that it would have to take action regarding the incident.”

The JVP in its communique states masses in the North who were the direct victims of the thirty year old war and were denied democracy should be given more opportunities to express their views. They should be given their right of speech. They should be allowed to share their sufferings and experiences of thirty years freely with other fraternal nationalities. This is crucial for creating national unity. Hence, they should be given more freedom of press. Mr. Kuganathan was subjected to the savage attack at such a time.

This cowardly act on unarmed media man has been carried out by sinister elements that have got the full blessings and backings of the political and military authorities in the country.

The 59-year old news editor was on his way home from the office after work when the two armed men attacked him from behind using sharp iron rods and cables.

He was rushed to the Jaffna Teaching hospital with serious injuries to his head. Kuhanathan’s house is located within 200 meters from the office and the attack on him has notably taken place barely 30 meters away from a military check-point on the Kasturiar road-Navalar road junction.

Reports from Jaffna now reveal that the attack has been pre-planned as the neighbours of Kuhanathan have noticed three unknown men lingering suspiciously around the neighbourhood for several hours on the previous night.

This is the second attack on Uthayan journalists within the past two months. On May 28, 2011 one of its reporters S. Kavitharan was attacked by armed thugs in a similar style when he was on his way to work.

The Uthayan newspaper and its staff, including its editor, have been under numerous attacks in the past few years. Several of its journalists and even the newspaper distributors have been killed and more have been threatened with death.

No one has been brought to book to date and the culture of impunity continues to prevail. Undeterred by such threats and attacks, the Uthayan newspaper continues to print daily tabloid and publish articles and news items that even the mainstream newspapers choose to censor for fear of reprisals.

The attack on the top journalist immediately after the conclusion of the local government elections amidst disproportionate military presence in the northern Jaffna peninsula, has made one thing repeatedly clear — that the government’s war on media and democracy is still actively on.

The government, coming under ever increasing international pressure over the wide-spread war crime allegations during the final weeks of the war in May 2009, hurriedly conducted the elections for the local councils even without resettling the war-displaced civilians in the north. This was mainly aimed at hoodwinking the international community that the democracy has been fully restored in the former rebel heartlands.

The government overtly used state resources, including the military and police force, for election propaganda purposes during the run upto the local poll that was held on July 23.

President Mahinda Rajapaksa flanked by many top cabinet ministers camped in the north and addressed not less than five election rallies there, persuading the war-ravaged people using all the tactics at his disposal to vote for his party. Attacking an opposition rally in Alaveddy in Valikamam north, using military personnel in civvies was one such tactic.

This shows how desperately the government wanted to win this election.

If it promised the people with various development projects to rebuild the north, it also threatened the people that the victory for the government’s coalition would be inevitable for release of thousands of their beloved Tamil youth currently held in the detention and torture camps in the south.

The conduct of the very election was widely criticized and condemned. The soldiers both in military uniform and civvies went to the extent of intimidating and threatening the voters either to vote for the government coalition or to stay away from exercising their franchise. Voters were intimidated and their ballot papers were forcibly taken away at gun-pint by elements supportive of the government.

Still, the people of the north took the risk and voted for the Tamil National Alliance (TNA) which has won 18 of the 23 local councils, dealing a humiliating defeat to the hawkish Rajapaksa government.

Despite wining the local election hands down, the TNA, which was once close to the Liberation Tigers of Tamil Eelam (LTTE) has urged the Election Commissioner to annul the poll in many areas, citing the scale of poll-related violence during and in the run up to the poll.

Angered and humiliated by the verdict of the people, the government appears to have reactivated its paramilitary groups and killings squads to intimidate and carry out attack on local leaders and media as means of political reprisals.

Unable to stomach the election defeat in the hands of the TNA, the government’s election propaganda in-charge Minister Basil Rajapaksa has sarcastically remarked that the people in the north has given the mandate to the TNA just to fix the street lights and water pipes.

In the above context the attack on Kuhanathan should not be seen in isolation. It is a clear indication of how things are unfolding systematically in the north, which is heavily guarded by over 40,000 troops. The attack has also proved beyond any reasonable doubt that mere statements of condemnation and appeal for good governance by the all powerful international community are nothing but futile exercise.

Holding an election is only an aspect of democracy and will not reflect the full restoration of democracy or normalcy as the government is desperately trying to make it out to be.

Therefore, immediate demilitarisation of the north is a key to any meaningful exercise to restore democracy and normalcy as the disproportionate military presence in the north is a serious threat to the will and the independence of the people in the area.

Until then the so-called democracy will inevitably be at the mercy of the heavily armed military personnel and paramilitary outfits, which are obviously groomed and controlled by the political authorities in the island nation.
